Field Signaling Inspector - 3rd Shift Opportunity (Midnight to 8 AM)

Job Description: 

ARC Alternative and Renewable Construction LLC is seeking a seasoned Field Signaling Inspector to take a leadership role in overseeing the installation, integration, and testing of signaling systems. This opportunity is for 3rd shift, midnight to 8 AM, with some weekend and occasional holiday work required. As a senior team member, you will be responsible for coordinating Field Signaling Inspectors, mentoring junior staff, and ensuring that signaling projects are completed with the highest quality and precision.

Salary Range from $120,000 to $150,000 per year.

Responsibilities

Typical project responsibilities the Field Signaling Inspector will carry out and manage include:

  • Inspection and oversight of bi-directional signaling system installation, integration, testing and cutover including track circuits, control points, control lines and interlockings. Scheduled inspection and oversight activities include day/night and weekday/weekend work.

  • Participate in internal and client project reviews

  • Participate in schematic, design implementation and testing/integration work sessions at the project site in conjunction with the Project Manager, Design staff and other disciplines

  • Review specifications, design and construction submittals, and related documents

  • Review Interfacing designs with communications systems, rail vehicles, station signaling equipment and other transit systems elements

  • Support of requirements management, quality control and assurance, and demonstration of compliance

  • Read and interpret construction drawings and specifications, and identify discrepancies or conflicts within the documents

  • Perform other duties as needed

Qualifications - External

Technical Qualifications

  • A minimum of 5 years of Signaling experience in similar positions with a Railroad/Transit Authority, Signaling Manufacturer, or Engineering firm, or equivalent, developing, installing or inspecting signaling and train control systems

  • Ability to read and interpret design packages including design criteria, drawings and specifications and construction drawing packages.

  • Familiarity with systems development life cycle, from analysis, design, implementation through factory, field and acceptance testing and commissioning (preferably on both re-signaling and greenfield projects)

  • Familiarity with Mass Transit/Railroad operating concepts

  • Understanding of FRA or FTA regulations and AREMA standards and practices

  • Experience with basic IT tools such as MS Office programs

  • The ability to work in this country immediately (required)

General Qualifications

The Field Signaling Inspector will be able to complete high-quality work in a team environment on-time, with minimal supervision. Excellent oral and written communication and interpersonal skills to interact effectively with clients, supervisors, team members and suppliers are a must, as are good analytical and problem-solving skills. This person must be able to apply structured methods to identify root causes, create resolution options, evaluate impacts and implement the selected solution.

  • Grade crossing modifications and enhancements

  • Electrification modifications, either 3rd rail or OCS

  • Familiarity with integration and interface coordination meetings

  • Operations control center and SCADA experience

Job Description: 

ARC Alternative & Renewable Construction, LLC is seeking an experienced Environmental Health and Safety Officer (EHSO) to join our team for New York City agency construction projects. As an EHSO, you will be on-site, responsible for ensuring compliance with occupational health and safety regulations, assisting in the development and implementation of safety policies and procedures, promoting a culture of safety. Ideal candidates will have an advanced level of experience in EHS practices, possessing excellent communication and problem-solving skills.

Detailed Description:

  • Work closely with the Agency’s Safety Manager, Construction Manager (CM), Project Manager (PM), and other applicable staff, identify Environmental Health and Safety (EHS) concerns, offer recommendations for improvement, and take action to implement solutions.

  • Understand the Agency’s Standard Operating Procedures (SOPs), able to communicate requirements and identify non-compliance.

  • Provide site-specific safety orientation training and support in the preparation of JHAs.

  • Maintain EHS metrics and provide trending analysis.

  • Implement EHS Management Plan (EHS MP) and Environmental Health and Safety Plan (EHASP)

  • Review all EHS-related submittals including, but not limited to: EHASPs; JHAs; hazardous waste management; erosion and sediment control plans, and Stormwater Pollution Prevention Plans (SWPPP), to ensure comprehensive oversight of all site activities.

  • Facilitate weekly EHS meetings with the Contractor’s EHS Representative (EHSR) and other project management personnel as appropriate to ascertain and discuss upcoming construction activity and EHS-related activities for the site to monitor that the Contractor is adequately identifying and addressing the EHS risks and hazards of the work.

  • Perform and submit Daily EHSO reports of work areas, document on Agency’s PMIS.

  • Review and document General Contractor’s project safety management program at Agency prescribed intervals.

  • Investigate accidents and near misses, provide Root Cause Analysis and participate in “Lessons Learned” process.

  • Oversee Emergency Action Plans (EAPs) and drills for the site in coordination with Operating Bureau (if applicable).

  • Manage Annual EHS Reports for EPCRA, Hazardous Waste generation, and Confined Spaces.

  • Prepare and participate in Agency’s EHS Audits and OEHS EHS Assessments.

  • Conduct EHS “OSHA 1910” inspections throughout the project lifecycle.

Desired Skills and Experience:

  • Bachelor’s degree in Occupational Health and Safety Management, Industrial Hygiene, Environmental Science or STEM.

  • 5+ years of construction safety experience, preferably in heavy civil construction.

  • Foundational knowledge of Federal/State/Local environmental, health and safety regulations.

  • Current BCSP professional certification as an ASP, CSP, or CHST; or ability to obtain within one year of hire.

  • Ability to work independently and in team environments.

  • MS Office products including Excel, Word, PowerPoint, and Outlook; proficiency with Internet applications (eBuilder).

  • Valid driver’s license and good driving record required.

  • Must be willing to work in the field year-round, potentially for extended periods, wearing all required Personal Protective Equipment (PPE).
